One has to wonder what the legal perspective is on using a hovercraft type design (ie no solid contact with the ground) as a road going vehcile?

yeah - but no road tax 

Funny you should say that....
You actually have to have a pilots (albeit a hovercraft pilots) licence to drive a hovercraft (in races etc anyway).
I can see the uncontrollable nature of them being fun on the road...sideswipe as many cars as you can 
60 horses from a 250....?! Is this what modern 250 bikes are producing these days? I suppose if it was a 2-stroke it may be possible.

TZR is a stroker but it's not that new, still a screamer of an engine though.
The TZR os old now - modern?250 singles used in Karting exceed that, and the old Rotax 250 tandem parallel twin put out a reputed 84bp! And they don't make them any more!
