Instead refuses to answer any questions.
ie: Postage cost? Is his PayPal account verified? Is his address confirmed?

It may be a simple case of he works or knows someone at Caterham and these are 3 of the development nosecones. At least there is a pic. Id be suspicious if he wont comment on postage etc.
If you take a std nosecone and cut a big hole in i guess it would look almost the same as those.
