Wouldn't go near it, sounds like a scam. It's full of contradictions and you don't get to see it until you've paid. Although it says Cash on Collection, further down it states 'Therefore, the listing terms that payment is due at the end of auction not when the item is collected.'

And, it's only a 50cc automatic scooter!
