The black top is newer but I don't think there's much if anything in the power. Mine was rebuilt very recently so I would say is a better
option than an unknown Mondeo!
This engine, on 45's was showing 190BHP on the last rolling road session although that may be a little high.
The blacktop is harder to fit as the water pump complicates things.

didn't the blacktop have solid lifters so was better for really high power?

Yes the black top has solid lifters as standard and produces around 10bhp more than a silver top, as the head is flowed better.
The engine should be able to achieve 190-200bhp with a change of cams. The silver top would need more work to produce this.
