Where do you take the measurement from... peaks or troughs???

Wait, are you measuring the bit with the splines on the outside or the inside?

Its the overall diameter to the outside of the splines.

Lol... should have mentioned that I was doing it backwards (i.e. measuring the male size using the female!).
