I have aquired a britool torque wrench EVT3000RR and the handle that you turn to select the setting just spins back and forth freely without moving up or down the scales.

Does anyone know of a place where i can get it repaired - or is it not worth getting repaired when i factor in post and packing etc?

I dont know this model but isnt there a knob on the end of the handle to pull out to engage the adjuster. Izzy

I've got an EVTR1200 in front of me.
The handle does rotate freely.
To work it, as izzy says, pull out the red knob at the end.

I dont have a red knob!

I have a 15mm diameter knob coming out the handle with a hole through it accross its width.

Om my other wrench this knob helps to lock the setting you have chosen by stopping the handle rotating during use.

When i turn this knob - i need to put a 6inch nail through the hole to be able to turn it, then it moves ap the torque scale, surely thats not right, that means it would just have a free spinning handle.............

yep thats how they work -- so you can't inadvertently disturb the setting in use.
You should always screw it out to take the load off the spring before storing it. If this hasn't been done it is likely to be well out of calibration due the spring "sagging".

so select the setting by turning the small knob with the hole in it?

My 3/8" Britool has a nail through it too As BT says always release the tension on the spring when done.
