Model shops, proper tool shops/engineering suppliers, ebay/the internet.

For odd small sizes I'd try electronics suppliers (Maplins etc) for PCB drills.

Tracy Tools are a bit better - £3 for a small package. It's worth getting a list together to spread out the postage a bit!
They're also VERY quick at sending stuff out - a quality firm.

when i asked this question a few years back (for the same purpose, drilling jets!) i got pointed to BBN in bradford. I did see a very nice box of drill bits at rufforth, something like 60 bits from 0.1 to 6.0 for quite a cheap amount. Looked well sexy!
