I think what i did was turned the power off on the welder but left the gas on and put the torch down with something pressing on the trigger releasing the gas.

Can this happen? I can't test it as I have no gas left.

Refill it is, over here you have to buy the bottle and refills are pretty cheap, i think

Oh yes, the triggers are usually quite leaky so unless you switch it off at the regulator you'll lose the gas.
I even go as far as unscrewing the regulator and pressing down the safety valve to vent any dust and grit out of the valve mechanism.
Since doing that my bottles last a lot longer....

Over here it's worse, you have to rent the bottle. I use COOGAR 5 (from AP) and the bottle rental is quite a lot.

I always turn mine off at the bottle valve too

I always make a point of shutting of the tank valve just incase the plastic pipe pops off
