Be careful disposing of the water there may be chromium in it.

Could well end up that way if you intend just using wet paint/2-pack..

You should not use 'chromemoly' vise grips as a contact. The chrome, like stainless steel give off a poisonous gas!!

The amount of chrome on those will be negligible, are you a HSE inspector by any chance ?

If the rust is no more I presume the area where it was is slightly pitted now?
I have used some stuff from Safety-kleen where you soak any thing made of steel and it turns the rust into solid matter!!!
