Wilco do a "own your own bottle" AND THEY FILL IT FOR £19.
Which is expensive considering its less than a tenner a bottle.
You need a friendly Landlord.

Try most of the fire extinguiser companies. Some of themy fill C02 fire extingisers, if you get a good one and explaine its for welding they might
oblidge.
I can get "PUB bottles" filled up this neck of the woods as long as they don;t have a corperate logo on them- i.e you "own"
the bottle.
Some companies may want to pressure test the bottle as well - this needs to be done every x year and the last time it was done should be stamped on
the bottle.
Scot's do it better in Kilts.

The metal work teacher at one of my old schools had an agreement with a local pub. out of every crate of co2 bottles the pub bought he would have one,
and return it to go in the creat of bottle going back, so the refilling company never knew.
