i friend of mine wants to build a basic web site and has very limited pc experience.
what would be a good recomendation to give him, web site builder or program etc.
Website program/builder. Thundersite. Its what I used to build mine with. Its cheap, very easy to use (if you can work word you can work it) and will
do some pretty complicated stuff too if you want it to.

Was just about to reccommend you david, as your the only chap i know thats managed creating your own!
I tried once, but spent 2days deciding on a scheme, so gave up.... im not the decisive type
Best thing to do is keep it simple, try sticking with 1 or 2 colours for the background and keep all the text the same font. If you are a beginner you
will be able to create a much better looking site by keeping it simple and uncluttered.
Microsoft FrontPage is ok for a basic website and if you have Office the chances are you will have it already.

I have to say that I tried a couple of the tools, and found them so complex that I found it simpler to teach myself a little HTML, which was enough
for a simple site. After a while I wanted a little more, so I went back and taught myself XHTML and CSS, which helped a lot with the look of the
site.
Finally I taught myself enough PHP to be able to do server-side includes, which allowed me to make an apparently dynamic website (its a trick, its
static content really)
I enjoyed doing that, and felt I'd gained some useful extra skills, but I'm concious that that may well not be the ideal route for your
friend ...

Forgot to add an FTP program will be needed for web page file transfer up to the webspace unless he/she use an HTML editor with built in file transfer. For FTP from windows I now use FileZilla.
Also , don't forget, If you can use MS WORD, that will create (save as) HTML for you.

Frontpage typically writes alsorts of sh*te in the coding and therefore needs a Frontpage enabled server which typically cost's.
There is a way around it but unless you know what you're doing it can be quite difficult. Basically by removing ALL of duplicate image files it
creates (making your website file's HUGE) some host's have a file number limit therefore erradicating Frontpage created website's
unless you pay. Have you guessed, I think it really is ridiculous!
Easiest way to make a personal website is to get a copy of a html/htm website and alter it to your taste. Or use various ISP's software as
indicated.
To add to this - most photo-editing programs now have web facilites which is great!
