use something like paint shop to reduce the size to about 700 pixels wide.
JPEG or GIF are best formats to use.

You need a programme like photoshop that will reduce the dpi without reducing the physical size of the image.

If you go to google and type in microsoft power tools, you will get a samll programme where all you need to do is rught clip on the photo and it asks
you how much do you want to shrink the pic by, very easy and free.

bbwales,you beat me to it.
I use this prog after reading it on somewhere, very easy to use
I just resize mine in the edit list, 50% each way works a treat.
put picture in microsoft paint, press image then stretch/skew and just reduce by 50%
hmm I'm stuck with that program at work, no paintshop. It insists in saving even a JPEG as a BMP image, pest it makes utter mess of the image reducing the number off colours!
Or you can use PIXresizer from here
In adobe photo or windows picture viewer
Simply right click on the photo in the file and select "resize pictures" or if the photo is open Right click and select "resize
picture"
It gives several options along with their resolution.
It will then be saved as a copy but of the selected size.
Small -is suitable for your Avatar
Medium- for posting with comments
Hope that helps
