How long has it been that way, might well just be problems at your isp's side?

as a test try download and installing Mozilla Thunderbird, during install it will copy over all your settings and passwords from Outlook/Outlook
Express.
Then try connecting to email --- if it works in Thunderbird it is an Outlook problem if it dosen't in Thunderbird you can look at the
passwords and user names you have strored and delete and change them.

Good advice but.............. the last few releases of Thunderbird have been SH*T to put it mildly, so much so that as much as im a Mozilla Fan I
changed from Thunderbird to a clone called "spicebird" its been rock steady.
if the above isnt working, try a "roll-back" a few days to when it was working, windows is a funny old beast.
Some people can never handle the truth and always try to shoot the messenger instead of taking an honest look in the mirror (its always easier to
blame another than to face reality), but secretly they wish they could grow a pair and be the messenger !!!
