depends how you define free there are several download sites where even the expensive packages can be obtained for free

Not free, but cheap @ £25, I've been using Serif PagePlus for a while and found it very good. The latest version will be dearer, but
they'll sell you one version back on the cheap to try and get you on board.
Just checked, X6 is the current version, but X5 can be had for £20 direct from Serif...
