Also,

When i put this into 3D in TurboCAD 16, i cant get the inner holes to "Cut out" of the larger square plate. Anyone know how to do this?

I use the mac version of TurboCad.
To create the shape with the cutouts, I would create a smart polygon rectangle then set out the centre circle and the 4 smaller circles.
Switch to isometric view then select the extrude to create a solid tool.
Hold the shift key down and select the polygon and the 5 circles, release the shift key and move the cursor to a end or centre point, click and drag vertically along the z axis (if you were originally using top view).
You can edit the length of the extrusion by editing the distance in the information bar.
You should now have a solid with all the 5 cutouts
