Numpty quezzy from numpty

This is probably a daft question and one that all normal folk would know the answer to, but, if I was to cobble together a website, how would I go about making a feedback sort of a set-up? A bit like Ebay but different!
Is there a download that does it or do I have to find the appropriate techy type blokey to write me a program or something??
Any help will be much appreciated.

Not a guest book as such but a way of having folk register to the site and then leave feedback comments about someone else. The feedback would make a positive or negative value. Like as what occurs in the 'Bay. If you see what I mean??
