What application do you want them to open in?
If it is a 3rd party app, go to preferences or options and look for something that says file associations, and check the one you want associated with that prog.

Highlight but don't open a picture, right click then select "Open With" then "Choose Program", select the application you'd like to normally open it with and tick the "Always use....." then OK.

assuming you have MS paint, open your picture with this. Then click the image tab at the top, then the second option 'stretch/skew', change both dimensions to lower percentages (i use 15 - 25 % normally) then save as and upload.

Get M$'s Powertoy for XP, Image Resizer

http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx

Right hand side, 5th from bottom.

Download and install that. Then you can right click on a picture and resize to some common sizes or custom size.

Nice
