Not really mad as DRLs have a much wider beam spread so they would just dazzle at night. A bit like the difference between rear foglights and tail

Front foglights have a defined beam designed to penetrate under the fog.Rear foglights are designed for use in bad visibility conditions only but many
people use them 'illegally' and forget to turn them off when conditions improve (worse than leaving fronts on IMO).
Headlights have a very defined, forward facing beam and are practically invisible in daylight if viewed from the side.
DRLs have a light which is diffused in all directions and so have a much wider angle of view. In theory this means that the stereotype myopic old lady
will still see the car in broad daylight.
