Fancy specing a PC for me?

Right, a mate wants me to build/buy him a new pc:

Firstly it needs to be quite as it will be left turned on all the time (for Torrents) in his bedroom.

It will be connected straight up to his LCD TV via HDMI and he has an amp and 5.1 speakers with the usual inputs (optical and co-ax)

He doesn't want to watch TV through it as yet (he has Sky) but wants the option for this later.

He does want to be able to play games on it - but it doesn't need to be a high-end gaming machine, just be able to play games and have them look pretty good.

DVD-re-writer is fine, doesn't need Bluray.

Wants to use it for downloading and watching torrents in HD, regular web browsing etc, and some gaming.

Low power/low noise would be good.

Windows 7

One HDD is fine to start, with room to add more.

Budget for unit (no keyboard or screen) sub £600 preferred, but will pay a little more if it's necessary.

and it leaves you with plenty of ££ to spec a decent case, quiet PSU etc...

Wants to stay PC as that's what he knows.

I've email Novatech and they are gonna spec me a whole system

Sounds like a mediocre PC will be more than adequate
