It was me, I went from 1st to neutral instead of second and it threw a rod.

Still incredibly slow here - tried another browser just as slow.
Only seems to be e-Bay affected including international e-Bay sites.....

Seems to be a problem with Plusnet - although they are blaming someone else - lots of reports of problems on the Plusnet forum.

Im having problems with some parts of the Paypal site, just sat there timing out.
Im with Force9, which is a part of Plusnet
