Riots have spread to Liverpool, with locals trashing shops, houses and cars in the area. Police have put the total damage estimate at £1.57 so far; with fears the £10 mark could be reached by weekend if the rioting continues. Local councils are asking people to be generous with donations for those affected, with sunny delight, primark clothing and pickled onion monster munch top of the list of items in high demand.

my pal works for an ins company and a riot has to be more than 12 people,

if you were broken into by 11 people then its burglary, and you pay excess etc....

Which is better, because they don't pay out for damage as a result of acts of civil disobedience.

I think you'll find that the disturbances will never officially be declared a riot, except by the stinking media, as it means that the police force has to pay for the repairs. It'll only go down as violent disorder. S.2 public order act
