Isn't there a clue in the second picture - the "Rat Rod" banner?

Aren't Rat Rods meant to be scruffy, strange-looking cars?

Difficult to tell from the angle, but is the bonnet like that because:
a) He can't use a tape measure.
b) He fitted it before the carb and filter were on.
c) He liked the style.
