Fitting a kart engine to a go-ped. Legal on the pavement?

The 19yo son of a friend of mine has the hairbrained idea of fitting a 125 or 200cc kart engine to a go-ped. 30cc is just not enough. Asside from the sheer lunacy of the project what are the legalities of using such a board of death in a public place?

It would need to be registered, insured, taxed, MOT's and he would need a full bike license.

it would be as per a motorbike legally but with terrible brakes and handling. Unlikely to pass an MOT either without lights etc and number plate

Not really a good or worthwhile idea

It cannot be used on the pavement as much as you could with a motorbike or moped

Just wait until he knocks some kid or pensioner over and gives them some permanant injury.

He will be financially broke for life when they sue him all the way to the cleaners.
Even if he only gives them a mental scare, he could come off very badly financially if someone takes him to court.

ALL Go-Peds etc should be insured.
Its a nightmare waiting to happen.
DONT go there!

A guy I know was killed on a go-ped on a gravel driveway - came off and hit his head on the garden wall - dead 20 mins later.
