I understand the problem in part... we have an adult individual who is sexually aware and would like to have sex. He has no likely prospect of
achieving this though as a result of his disabilities (getting married does the same thing, but that's another story!).
That must be incredibly frustrating for the guy, but in the same terms... we all want things, or to have certain experiences that we either
can't have because we are not physically suited to it, or which we have to save-up money to get as it would otherwise be expensive.
So by all means give him assistance so he can travel to a place where such a 'service' is legal safely, but he should be paying for this
extra-assistance using any savings he's accumulated from his benefit-income. It shouldn't just be carte-blanche...
