I saw that a similar comments on youtube, but it does if you look carefully, its just the old 'spoke spinning backwards' trick that is to do with framerate/hz and other things I dont really know about!
Best place to see it is at the very end as he comes to a stop.
Besides, look at the shadows on his helmet, the sycncrocity of the bumps, movement. If it was a special effect and they had gone to all that trouble to make it look that real, i think they could have faked the tyre moving more obviously too!
