Whats the best way to remove polish & wax before sanding & painting.

Which grade sand paper should i use? The surface is smooth and in good condition.

Also if the car is in gelcoat can i just paint over with celuose paint the same colour without primer? the idea is if the paint chips the gel coat will be the same colour so it wont show.
