Seat belt mounts & rear brackets

Just about to do the rear trailing arms, seat belt mounts and the odd shaped side panel that is by your hip when you sit.
It looks like the brackets are attached to the panel, so I guess it makes sense to drill a hole in the panel to take the bolt. However, the 3mm plate triangle for the seat belt mount looks like it goes right behind the bracket, just about where I aim to drill.

Do they miss each other by much?

Also, the seat belt moutn is what exactly? Looks like an eyelet on some pictures. Does this mean I need to drill a hole through the 3mm plate?
