Boot cover

Does my boot cover have to be openable or is it OK to just have a solid sheet bolted over the boot with no access to inside? Basically I can't be bothered with the hassle of making an openable boot at the moment, I just want to get my car on the road in time for the sun (if we ever get any...)

By the way, I'm going to be mounting my fuel filler cap into the boot cover, does this make any difference to the requirements?

I had a fixed panel for SVA and it should be fine, and in theory they cannot ask you to remove it as it is just another body panel. I did remove mine at the SVA when requested just to help them do their job, they wanted to check rear chassis and brake lines, and on that day I was Mr. Nice Guy for a couple of hours.
