I changed all my blue panels to Black:
Cleaned all panels with thinners twice.
Rub down with 400 grit and soapy water, wash with clean water and dry,Tac Cloth.
Two coats Upol etch primer, don't flat back.
Four coats Gloss Black, leave 24 hours.
Flat with 1500 grit and then Tac Cloth.
Two coats Clear coat, leave for two weeks before buffing.
This is how I did it, may not be technically correct, but I am more than happy with finish.
Edit to say that this was with rattle cans, should be cheaper with a gun.

preperation is the key to anything, Ive heard some people use etch primer and swear by it, personally I give the panel a good key with p400 and a good
few coats of primer wet flat clean and dry and apply top coats never had a problem
Life is like a bowl of fruit, funny how all the weird looking ones are left alone

It's just a technical term for rubbing down.
ie, rubbing back, making flat etc...
