front wheel arches

Hi, i am just starting to fit my front wheel arches... and just wonder if there is a Reg somewhere that says how high, how low or how much of the wheel does it have to cover?

thanks chaps. that means the front of the arch must go to 30 degrees forward from TDC ?

Isn't it that the arch must cover the plan view of the rim?
