i cant get the hoze to seal with a jubilee clip at the petrol tank inlet.
hoze is the type with a coiled wire set within the rubber, has anyone else had this problem with mnr supplied hoze.

If it is the fuel filler hose you are on about which from your description it sounds like I doubt you will get a fuel pipe clip that big. I bought my jubilee's locally and got them just bigger than the hose diameter (50mm) so I didn't have to tighten them much as they do tend to distort and not stay round, perhaps this is your problem. The filler hose should be a tight fit onto the tank inlet and the filler cap aswell.

Mine was tight and still leaked. Make sure if possible you get it between the spirals. Then go a bit tighter till leak stops.
