R1 Clocks
Has anyone passed SVA with the clocks stuck 10mm out or, do I need to make a
suround.

If you're outside 127mm, it's a fail.
Make a perspex cover, easy pass.

Do you mean mount the clocks behind the scuttlle ?

if they fall within steering wheel + 127 mm radius you will be ok.
other option is to mount them behind the hole for SVA and the re-mount post sva
 
r1 clocks
might need to put some ruber u trim arround the hole.

look at my photo archive. I passed with R1 clocks like that because they were within 127mm of the outside of a sierra steering wheel.

My clocks are outside 127mm. Any idea's on how to secure them onto the back of the scuttle.

I went through SVA with them mounted on the scuttle but inside the 127mm zone. Are you sure you're outside as it's quite a big zone with
the sierra wheel.
I had to pad the bottom of my dashboard as the scuttle was less than 19mm radius. I did it by putting black insulating tape across the top of the area
I wanted to pad, sticking black leatherette to that, taping foam in place and then wrapping the leatherette around the lower edge and sticking it to
the inside of the scuttle.
You could do something similar but go above the clocks and then pad out around them, covering the edge etc with foam to hide the sharp edges.

I have mounted mine in the middle of the dash and 127mm from the wheel covers about 2/3 of clocks - how do they treat it when part in and part outside
the zone?

At a guess, I'd say they look for "sharp" edges only on the piece that sticks out of the 127mm zone.

ive just done this at the weekend. I want my clocks just about in the centre, half over the radias boundary.
i opened the R1 clocks up, and traced the inside lip of the back moulding.
then I very carefully cut a hole in the scuttle to allow the lip to fit through, perfectly snug.
This was done so I could have the option later on of clamping the clocks closed onto to the scuttle by putting the rear part behind the scuttle and
the facia on the front and bolting through. (as per agriv8's diagram above)
once this hole was cut, It was time to make it SVA friendly.
I made a mounting plate for the clocks that the 3 mounts fix to, and it had 3 tabs that were flush to the rear of the scuttle. The tabs have been
bonded to to the scuttle with copious PU sealant and clamped overnight.
the depth of the mount was deep enough so that the clocks werent pressed against the inside of the scuttle, i left a few mm as the inside of the cut
hole was trimmed with U shaped rubber trim.
the end result is actually rather nice. Even though it started as a bodge I'm considering keeping it that way since it looks nice. 
i'll try and get some pics soon.

heres mine. the Sealant has held it pretty solid. might actually have quite a job getting it off again should i need to..
