Help locostbuilders - find me this non car item

OK, time for the collective to prove themselves.
I need some of the item below for a customer.
Aparantly used to grip broom handles and shovels.
Looks to me like a geared cam action, but not sure.
I have no further info to go on, just this photo and I know it grips handles.
I have googled the obvious and come up with nothing, well I have found 'similar' items, but not the exact same one...

Over to you guys.

The same mechanism is used to hold lines on boats. I forget what theyre called though. Retaining cleats?
