A criminal gang were making a submarine to smuggle drugs. Think they got busted before finishing it.

drug runners regularly use submarines to smuggle drugs between columbia/mexico and the US

quite a few have been caught

the problem with a sub is the cost of the batteries, and the fact that you really have no use for it. Dead easy to make even without research though!
