Can anyone tell me if the mixture screw on these carbs affects the amount of fuel or air.

Can anyone help me out here.I am thinking it is probably a fuel screw as apposed to an air screw as its the manifold end of the carb,the problem is that I will have to remove the carbs each time to adjust it as they are on the bottom of the carb and I cannot get to them .
