There are loads of mini companies who sell 13" wheels for minis. Mini spares, mini sport, Hudderfield mini spares, Midland tyres, etc etc
etc.....
If you are using them on a mini you will have to grind some of the front arch away or the tyres will rub.

Some of the GTi Metros used 13" wheels.
With Mini trailing arms beware the tread clearance wrt the swinging arm bearing even with 12 inch wheels the clearance is minimal.
Any 13inch Metro wheel will fit the hub. As everyone else has said any mini supplier wil offer tham as they were an option on the later minis straight
from the factory. Made the cars much slower in a straight line, and apparently they don't handle as well. I certainly prefer the handling with 10
inch wheels as opposed to 12, but have never driven a min with 13inches

Standard early Metro used 12" rims. The Turbo had 13" rims. Later cars used some poxy metric sized rubbish and tyres cost a fortune and
then I think the last of the A-Series Metros went back to standard sized rims. The GTA (same spec as MG Metro) had 13" rims.
The Mini uses a 4" PCD, there are quite a few other cars that used the same PCD that had 13" rims e.g. Manta, Viva, Midget/Sprite

Later metros used a 3.75" PCD, so watch out!

Avoid the TD sized Metro wheels - 315mm diameter I think - as the tyres cost a fortune (probably more per tyre than most metros are worth theses days). If you want a pair, however, I am pretty sure I still have some laying around with reasonable tyres!
