fuel tank paint

I'll need to cut a hole to fit my in tank pump and sender, what should I use to paint over the cut steel edges that won't be affected by the petrol?

I don't think you really need to coat any cut edges that will be submersed in petrol - most steel tanks are not coated on the inside. The usual primer and top coat should be sufficient for the exterior parts.
