simplest form is the diode pump circuit, as use in rev counters: (the circuit on the LH side below).

It's worth knowing that national semiconductor will usually send you samples of chips for the cost of postage, you can get 5x LM2917 for $8.44 and they usually turn up pretty quickly, IME.
