Do headlights have to be e-marked to be legal?

not %100 sure but i don't think they have to have emark ass long as they comply in function, if i'm wrong sorry

didn't someone pass sva with non emarked gts headlights?

You don't have to have 'E' marks on anything, its just if the item is 'E'marked then the tester knows it is compliant and doesn't need to test it for (in the case of headlights) light being deflected properly, correct brightness etc etc.

No they don't need to be E marked but it makes it easier for the SVA.

They need to 'resemble' a properly functioning comparable illuminating unit. That is to say; a non-e marked headlight needs to function as a non E marked unit and still pass all other criteria regarding radii and the like... just makes it easier if it is E marked that's all.
