Looks like some kind of terminal block. BUt as im an electrical noob, can anyone confirm what it is?

Looks like a bus bar. Used to join multiple wires together; Commonly earths, but as that appears to be on an insulated base it could be used for live wires.
It is a Bus Bar --- that particular one is made by "Durrite"
Only really advisable for sharing earth connections on a car unless you enclose it in a tough plastic box.
You can get other type of distribution bar fittings for live feeds.
As both of the above. Usually used for bringing in a larger cable from battery live or earth, and splitting off to individual components.
When I fitted all my ancillaries on my Defender 90, I used a couple of these to feed relays and switches etc. in an enclosed 'leccy box from the
local suppliers, but as somone has already pointed out, earths are fine but keep live wires in a sealed/enclosed area to minimise risk of shorting
things out!
