A while back I bought a pair of brand new spots for my Patrol. Went to fit them the other day and realised they are actually headlights. They are Bosch and are MOD. without bulbs. Glass is marked H4. Do you think they would be suited to Locost?

Sounds like they should. H4 is the bulb type I should think.

Had a closer look at them today and they are adjustable inside and have E4 with a circle on the glass. Also HCR and 12rt. Anyone know what this all means and will they be SVA ok?

The "E" mark shows it has been passed to comply with European specifications - the number refers to the country where it was originally tested.
HCR stands for Halogen - Dip and Main beam.
For driving in the UK, your headlights should dip to the left - away from on-coming traffic. Your lens will have an arrow pointing to the left when looking from behind the light to show it does this, or in some rare cases an arrow pointing to the left and right if it is adjustable for UK and Continental driving.
If there is no arrow it either dips vertically down (motor cycle) or to the right for the Continent. If so you will most likely fail SVA and Mot.
You may have other numbers referring to the type approval cert. number.
12 is the luminous intensity number (not very high) it goes up to 37.5, lowest number is 10.
