Forgive me if this has already been posted but does the car need a reversing light or fog light for the sva?

you need a fog light but not a reversing light.
Also, the reflector for the fog must be perpendicular to the ground.

...but if you do have reversing light(s), it/they must work

yep, Humbug is quite right. If you are unsure of its reliability etc. do not fit it! But if you do it doesn't need to be perpendicular (apart
from for symmetry with the fog, but purely aesthetic)

Reverse light
On a reverse light link...
Having asked around about reverse light the assumption was that if you have one it needs to be operable for MOT (ok you've got a while yet!) -
even though my reverse is the get out and push version (seemed stupid enough to be true)
I re did the dash and spent an exta 16squid on a switch that I didn't need - MOT man confirmed that reverse not needed for MOT.
He was so thrown by the car, he only checked Hazards after I reminded him....& the horn didn't even get tested!
... He forgot the wipers too!!
