Is the fan electric?

In front or behind radiator?

it needs to flow the air through the radiator in the opposite direction to travel

it needs to flow air from the nose cone to the boot

so if you mount the fan infront of the rad it needs to blow

i fyou mount it behind it needs to suck

check sucking or blowing with a piece of tissue or light weight cloth
