Speedo Healer V3 question

I have just bought a second hand speedo healer V3. It came with a yamaha specific loom with a red wire taped to the outside of the loom going from end to end. This wire had been cut off at the engine plug end and taped up, the other end looked like it had been connected somewhere. I questioned the seller and he said he connected it to a permanant 12V. Why do you have to do this? surely you should plug the loom in as it comes?

I have reconnected both ends together and plugged it in but the led doesn't light up. Is there supposed to be a live at the speed sensor on the engine that will power it or do I have to connect it to a switched 12v?

Edit to say there is nothing about this in the instructions.

Just reiterate what Chris said, it needs to be to a SWITCHED live, else you will hae problems when setting it up!
