Fuel gauge not working

I have just bought a secondhand VDO fuel gauge (from scootz so I am sure its good) and when I connected it up as I thought it should be (on the bench) the gauge just shot up to full. Past full in fact. When I manipulate the sender the gauge just remains at full. I tried a couple of different methods of wiring it up all with the same result. I put the multimeter across the sender and manipulated it. Sure enough I get results as I would expect.

Both Gauge and Sender are VDO and I am not sure what to do now. Could the gauge be faulty. I did drop it about 1 foot onto the bench! Silly me. Can anyone help?
