Need a bit more info:
What car
How many connections to lights (normally 3-4, Earth, Main, Dip and Side)
Fuse?
Most light swill have a seperate fuse for main and dip.

You can't really assume anything just from the operation of the main beam, other than the main beam filaments are intact. The dip beam uses
separate filaments, either within the same "light bulb" (e.g. a sealed beam lamp or H4 halogen which are often used in Locost headlamps),
or two physically separate lamps. It's entirely possible for one to be working and the other to be failed.
However, since dipped beam is not working on either lamp, the chances are somewhat higher that the fault lies elsewhere e.g. a wiring fault, blown
fuse or faulty switch etc. A multimeter or test lamp would quickly tell you one way or the other.

Not necessarily, the earth could be obtained from contact of the holder to the chassis/frame.
Best thing to do is try connecting each bulb across a battery to at least see how they are wired. Try connecting the metal case of the bulb to -Ve and
+Ve to each of the bulb connections in turn.
As already said though, it's dificult without seeing the actual connector/bulb
