Side repeaters on Sevens

There was talk a while back about there being some exemption clause for sevens in the new SVA manual regarding side repeaters. (I know there have always been exceptions on the angles of visibility).

Did anyone get any definate answers on what the new rules were? I think there was mention that they may not be required at all?
