fog light
Should the fog light only come on when the ignition and lights are on, or is it ok for the fog light to come on when only the lights are on and the
ignition is off?

SVA has no requirements for the fog light regarding operation with other lamps or ignition.
MOT manual states as the test procedure:
"With dipped head lamps and the ignition switched on, operate the rear fog lamp switch and check that a rear fog lamp..."
So you don't seem to fail, by the letter, if it works with the ignition off and head lamps off, but the implication would seem to be they expect
ignition and sidelights to be on.

As long as you have a warning light it can come on which ever way you need it to
