Interesting article, but I thought the VIC check was a good idea in principle! Though those figures show it hasn't had a great effect on "ringers".

What I must question though, is why they mention checking Cat A & B vehicles? I thought that they weren't meant to re-appear on the roads for Cat.A in any shape, or Cat.B relating to the original vehicle ID?

There is no law preventing them being returned to the road, but the ABI "code of practice" that vehicle breakers are supposed to be contractually bound to is meant prevent Cat A and B vehicles being sold on. Obviously some do slip through.
