You can make up any colour for anodising apparently, by mixing colours together.

Dunno! logically anodising is chemically bonded to the wheel whilst powdercoating is stuck on. The colour in anodising is only a commonplace dye so anycolour should be available.
Anodising is a more complex - or to be precise, precise process than powdercoating so is it not a lot more costly?

I guess surface prep is extremely important in anodizing too, as with chroming.

The material is important for anodising to work well. you'd need to know what alloy the wheels are and then ask your anodiser.

In terms of durability anodising wont flake off but the colour will tend to fade with exposure to UV. By how much depends on the alloy and how good a job the anodiser does.

Paint?
Powder coat is always talked about being a tough durable finish, but it does and will get chipped. You can't easily touch it up, but you could if you used paint.
